Roman Reforms .8 (Spoilers i suppose)

Well, im the Romans, and the year is 257 BC, i own messana and Liebro (spelling), and also Segesta and The B city, that is north a bit and east a bit, and it says in the FAQ that you should hold at least 2 of these cities, and i have met the requirements, but the reforms have not occured, ive waited about a year (4 turns), the script is activated, yet no reform. Any solutions? ty.
