I've found that Milan, above all other factions will attack and then plee for ceasefire and pay a lot of money for it.

This is one of the things that was not changed from RTW. It's like the admirals have a mind of their own and have some kind of higher mandate to blockade ports of neutral poweres and then run away.
The good thing about this mindless naval behavior is that each incident of naval aggression lowers a faction's rating on the Pope-O-Meter. Enough of this type of behavior will get the faction excommed, leaving them wide open to assault by your land armies.

Wish they had done that in my campaign. Instead, they crushed my empire :sweatdrop:

I've had (as the English, expanded into France) Spain make a similar weak attack, then sue for ceasefire before I've even fought them, or even moved an army in their direction: on both occasions, they were willing to give me 2 provinces for peace. Nonsensical.

This has happened to me twice in my current French campaign; once on crusade the Egyptians asked for a cease fire and I demanded Antioch in return, they gave it. Then the Danes attack Burges, I smashed their army, they ask for peace, I demanded Antwerp (oh beautiful and rich Antwerp) and they gave it. The second one didn’t bug me because I had suckered played the Danes and would have took Antwerp anyway, but with Egyptians my army was still in Italy, that was odd. .

I think they should just remove the naval part of the game, if ur gonna blockade a port do it with an army. Maybe only have transport boats, im getting irritated especially in the late part of the game with the enormous amounts of AI fleets blockading all my ports.
