I captured both cities as Kart-Hadast and I was able to build a Phoenician Colony (type-II) in them, which I did. But now both the native and foreign MICs show no unit recruitment options at all! Surely there should be some units available for Karthadastim in those provinces?
In Sala you should be able to build Native units:
MIC 2 AanatimLeebim
MIC 3 Elephants (maybe)
MIC 4 Meshoorianim Leebim
In Tingis. Also only Native units:
MIC 2 Nanatim Leebim
MIC 3 African Forest Elephants
Dorkim Leebi-Feenikim Mookadmim

Oh so they require higher than the first level MIC? That's good to know, so far I've thought that if can't see anything on the first level then you won't get anything at higher levels either. Thanks for the info.
BTW, the region seems to be barren of mercenaries. I haven't seen any available there so far.
I am playing as Carthage, and I can't build elephants.
Carthage has the elephant resource, but nothing.
I noticed in your Tingis/Sala discussion you said it was possible to build elephants there. How? What am I doing wrong? Please spell it out. I am up to 230 BC and no elephants. Its just wrong!

African Bush Elephants should be recruitable in:
Kush
Erythraia
Diamat
In Level 3 Native MIC.
Forest Elephants:
Kush
Erythraia
Diamat
Gaetulia
Numidia
Mashiliem
Mauretania
Mauretania Massaesili
Mauretania Timgitana
Also in Level 3 Native MIC.
Please check if you have right building in this province and report back if you stilll cant recruit elephants.
