AI Government Buildings

Parthia wasn't doing that well, so I decided to help them. I bought two Seleucid territories (offered them money and demanded the settlements). I then gave the settlements to Pahlav as a gift. Later I sent a spy near one of the towns I gave them, there were no govn buildings in the towns (I had sold the seleucid ones to make up a little bit of the cost). Is it impossible to give them govn buildings through scripts in this case?

Also I took one town, sieged until the time ran out and took it without a fight, and the enemey government building was undamaged.
