Playing as Rome. What govt tyope is best for Syracuse and around there?
With Government type 2 I can not seem to build any of my own barracks in the Syracusa

Romani faction barracks can't be built until after the reforms in any province except 5 (Capua, Arpi, Roma, Arretium, and Ariminium, IIRC, with Segesta getting them in the next patch or two). I tend to build a type 3/4 for better local barracks, but that means a lot of rebuilding later.
