I believe the lowest port type has "trade ships avaible:1", no?
Well when I was testing Blue lotus I found out that you minumum had to have trade fleets avaible: 2 to be able to trade. (apparantly you need to halve the number of trade fleets to get the number of trade routes you'll get. At least so it seemed.) I may be wrong but I think it's like that.

The port in that province was placed on a tile that was causing it not to trade. Our map guy has fixed it, but no map update will happen in 0.81. It will have to wait till 0.82 to get to you guys. That is the problem apparently.

edit: Well, since .82 will be a while off yet, I fixed it! :) Oddly, when re-saving MAP_REGIONS.TGA it shrank from ~260 kb to 24 kb! But after moving the port pixel and deleting map.rwm I have trade through Camulosadae.
