Modding Agents: Number of Actions

is there a way to allow agents to perform more than 1 action per turn, such as how armies can attack more than once per turn so long as they are within range? it just seems like such a waste if there are three units from different factions in a general area close enough for a diplomat to talk to all three, but to have to wait and go once per turn or send three diplomats. i can understand one assassination attempt or one spy attempt, but i would like for my diplomacy options to work like the armies and perform multiple actions over one turn.

That's probably hardcoded.
