"Time of the Freemen" is the gallic reform building and not related to the government type. Make sure all of the government buildings are torn down (I've had to tear down up to five in one city).
Though is it possible to have the reform buildings destructable? Since they seem to be place when you take a town (at least the Roman Polybian reform buildings are), then they need not be there in case the old owners retake the settlement. Or are they indestructable so that they aren't accidently torn down and screw up everything?
PS The Gauls had their reform in c210 and I haven't seen any difference yet (as Romani). Though they do seem to only make armies of entirely Lugae(militia) and Cisalpine Swordsmen.
Thanks, looks like I had to miss a goverment building somehow.
The presence of the reform buildings is absolutely vital to gaining reform units. If they were destructable, you would send that region back in time to Camillan units for Romani or Time of Freemen units for the Casse/Arverni/Aedui.
Is that a bad thing should you want to retrain an old unit
If you wanted to recruit Camillan units from that region forever, then yes. ~:)
