They should be part of a still hypothetical Makedonian Reform. For now, they're triggered by the vanilla marian event (someone builds an imperial palace in Italy).

no they cant be triggered by the marian reform because in my Macedonia campaign only like 30 years into the campaign and i can recruit them already.

30 years (120 turns) could be enough time for Rome to build an imperial palace in italy.

If I understood it correctly, there are currently TWO marian reforms in EB. One nice EB marian reform that occurs after lots of conditions have been met, and one ghostly vanillaish one(triggered by imperial palace in italy) whose only effect is to give the romans a message about a new man and, appearently, enabling the Hysteroi Pezhetaroi for the macedonians.
