I don't know if the Alt button is the hotkey for stop, so that might be your problem. You could always do it the old fashioned way and hit the stop button on the interface. Clicking multiple times is a habit of mine, something that I would suggest (you need to make sure the order gets through damnit!)
If that isn't the problem, are you refering to "still constantly firing" or "fires one volley and then stops"? Even if you hit the stop button, the archers tend to finish through with a volley, so you can't stop it completely, just stop it from happening again.

BACKSPACE to cancel the current order (move, attack etc.) - it will stop them from firing if they're off fire-at-will. It takes 3-5 seconds for the command to get through, so be patient, they'll usually fire at least once more after ordered to stop.
ALT+rclick is for secondary weapon attack, as in : "drop them bows, draw steel and charge in !"

1. Turn fire at will off.
2. Hit "Halt" (backspace)
3. Wait a few seconds. If the archer has drawn an arrow out of his quiver and is drawing back, he will complete that animation.
Hit ALT and Rightclick to melee attack.
