I would like to say I dont think anyone said the scipii couldnt rule. just pointing that out.

ha ha ha, just kidding. In fact, I'm working on a Scipii campaign now. Good luck fellow Scipii player!
I once played a full campaign as the Scipii and won. The best option while playing is to do what the senate says and always take Carthage as soon as possible. Carthage usually triggers the Marian reforms as it grows into a huge city really quickly.

The sad thing is, the only TW campaigns ive ever finished is a short Scipii.
I would play them again, but the Brutii and the Scipii seem to be bugged in 1.5, they never advance by sea.
They do in mine and I've 1.5 with no mods, maybe try a reinstall and see if that changes things for you.

My biggest problems were speed of movement across the Sahara, and of course, riots. I observed that right after an extermination of a large city such as Carthage, or Thebes, or Memphis, the population growth was 8 - 9 %, which is really fast for a city that has around 6,000 people as it is. Even replacing Carthaginian and Egyptian buildings with Roman ones, and lowering the tax rate, AND keeping full Garrisons inside the cities, I still had to take a city back after a revolt about every 30 years or so. Scipii can rule, and take space, but until the Civil War, my activities were confined to the Islands such as Crete, Palma, and Rhodes, and Northern Africa. I did not get North of Sidon and Damascus on the right side of the map, but was having to beat away Egyptians right up to the end.
When the Civil War did break loose, I took Rome within about 10 turns, and used my diplomats to bribe Julii and Brutii armies. Then I retrained them to full strength and armor, and used them to take Julii and Brutii cities. I found it rather odd that while I always replace casualties and upgrade weapons and armor as soon as I can, most Armies I bribed were badly depleted, or with inferior armor.
Scipii can rule, but, I'd advise your first course of action in each city that you take, start with a Shrine to Vulcan and upgrade it often, as a minimum to "Large Temple of Vulcan." With just an LTV and Armorer, you already have better arms and armor than most of your adversaries. Upgrade the Temple again, and build a foundry, and you have it going on. An exception will be a Temple of Neptune at some cities, but the only one that ever did me any good was at Syracuse. That allowed two extra types of ships to be built. Then upgrade their weapons and armor at a LTV dockyard, and go rule the waves!
Also I learned last night, that in the towns that had been Dacian, there is a temple there that gives armor and weapon upgrades. As an experiment, I repaired one when I took it, and next turn was able to build a Temple of Vulcan there too! That course of action will probably also work with a Selucian temple of Haephestos as well.
