If they're standing on a road, they reduce trade on it (this shows up as devestation).
They can also blocade ports, and in rare cases take provinces by force.
Yes, they cause devestation and it can cost a lot of money. And public order goes down. They can also grow into surprisingly tough armies, I've lost a couple of generals that way. Don't leave them for too long.
They are usually higher tech than you.
1100 in England, rebel force of Dism English Knights, English Knights, Armoured Swordies etc.
Couple points:
- I think blocking land trade (or sea trade, since land armies can blockade ports) is an independent effect from devastation. Blocking trade has an immediate effect, devastation grows over time. But the basic point is right, rebels cost you money. More money the longer you let them fester.
- I don't believe rebel armies grow over time.
- I don't believe rebel armies affect settlement order.
- I think it's possible they will attack you, and even besiege a city but I have not seen this happen in M2TW yet
- They can also, it seems, snuff out the line of sight of your watchtowers
