When 2 or 3 generals are in a settlement is the best general automatically selected or is it the first general who occupies it selected?
I think the general with the most piety gets selected as governor.
I thought it was the most stars (command).
It's definitely not command stars, as I've had the lowest of several (in command) be chosen to govern. Usually my most chivalrous guy seems to be the one chosen to govern, but that may be because he's more pious, or because he has the most bonuses he grants to the city, I'm not sure really.

I think it is Authority which decides...
Authority is a Faction Leader thing. It takes the place of loyalty.
