How to Decide Which Government Type?

In my current campaign as the Romani, I have so far conquered all of Italia and Sicila, and built type 1 or 2 governments in all of them, to recriut my factional troops. I was just wondering if I should continue to do this as I expand into Africa and Gaul. I cannot decide if the short term benefits of Type 3 and 4 outweigh the cost of not being able to recruit the Legions.

I was wondering what others' preferences are when it comes to expanding outside their home provinces, and where it is more advantageous for (Romani especially!) to build Type 3 and 4 Gov'ts and recruit non-factional troops. Or should I just Romanize everything and recruit the homogenous Roman legions from all provinces? This has been annoying for some time now, so any advice would be appreciated.

Well, with Carthage, I've found that generally I like using type 3/4s anywhere overseas, and only installing types 1 + 2 in my African homeland.

besides, you can always switch a type four for a type two later.

Well since you can't build any sort of legions for roman outside of most of italy till the augustian reforms *which I doubt anyone plays till* don't bother with 1 and 2's, they won't give you jack recruitment wise. But they might be worth to upgrade after you boost the local MIC with a type 4, since you can make a lot more and better buildings then.

Does that work? Can you build a type 4, build up the local MIC, then demolish the type 4 and replace it with type 2? Will you still be able to recruit all the high level local MIC units? Dont they still need the government in place?

Yes you can do it, and no they don't need the type 4 government to recruit all those local units still. Some might consider this a cheat or something, but since their recruitment is really messed up it's ok to use to me.

It varies from faction to faction. As the Getae(sp) I conquered the area North of the black sea. I build a level 4 government and level 4 MIC. I could have Hellenic spear men, hoplites and Skythian Nobles, along with the typical levies. Those Skythians were better than anything I could field and it was good to have some mobile infantry with armour. I love the flax troops but they get decimated by enemy fire and since most foes have javelins...

Oh I didn't even know that.:book: It looks like I'll just be building Type 3 and 4 Governments outside the homeland provinces. I don't really mind having to use local troops outside Italy (brings some versatility into the army), but the problem with Type 4 is that horrible morale penalty all of my auxiliaries will get.

Do Romans get good factional units with a Type 3 or 4 Government, or is it just Type 4 that allows the most exotic units to be created?

early roman gain only few good troops with Gov4....in Massena and Burdigala you gain the excellent Gallic Noble Cavallery that are much better als their Counterparts in Italy, the Roman Italian Medium Cavalery (nearly the same stats but the Gallic Noble have Shields so they loss fewer man after their charge) so i have replaced the Roman Cavalery in my Legion´s with them (Polybian Reform) and in Aventicos you gain the very good More Gaesum a Celt Spearmen with armor, stats, tactic and equipment like the best Greek Phalanx...anyways they need 2 rounds to build but excellent fighter.

In Iberia you gain some usefull Troops too...but in all other City´s near Italia you gain all usefull Troops with Gov 2 too.

You do know the Getai get their own, very strong and well armoured phalanx troops right? And yea, the scythian noble cavalry rules.

The Getai phalanx troops aren't what I'd call mobile, although I do use them out of formation as shock troops quite a bit. But doing that they take way more casualties and it's a long walk back for replacements. Some local Greeks to support my tougher guys in phalanx is far more convenient.

btw how do I get Thracian Peltests? Only Thracian unit I've found is the light cavalry.

As the Getai you need a level 4 or level 5 factional MIC in any of these towns, Naissos, Kallatis, Tylis, Serdike, Byzantium. Possible Pella as well, as macedon you can recruit them here but I havn't been able to build my MIC'S up high enough yet to tell in my campain.

I too faced a dilemma when deciding which gov't types to install in my Roman campaign. The first problem I noticed when installing lvl 4's or 3's was keeping the town happy and keeping my income in the black. This isn't a big problem nearest home (gaul, greece, sicily), but furthure into the frontier it's a major problem (western Iberia and Africa). So what I ended up doing was installing one lvl 3 gov't in each 'provence'. Mine are (from memory) Sparta in Greece, Messana in Gaul, New Carthage in Iberia and the first town west of Carthage in Africa (rumor has it elephants are plentiful there). It's around 195 BC in my campaign now, the usefulness of my 'recruitment hubs' may be lessened by the Marion reforms... we shall see.
