I've been playing as the Sauromatae for a while now and I've noticed that the only nomad provinces are the ones you start off with, all other cities can only get pastoralisation. I think it's strange that there's only 3 nomad provinces, I looked at the nomad resource map and it showed a lot more of the provinces were nomad, but I can't build nomadism there. Is this a bug where Sauromatae can't build Nomadism? It's really annoying too because I have to get all my horse archers from my capital.
I think the AI builds a building that cancels out the nomad ability. I forget which one it is but if you tear it down you should be able to make the decision for yourself.
That building is Pastoralisation if I'm not mistaken ( Which I might be), and destroying it only means that I have to build it again. I have torn down every building in a nomad province yet I can't build nomadism.
One problem is that our mixed provinces don't allow pastoralism currently (I think that's right), but we've corrected it in 0.81 so you can build nomadism in more places too. In nomad or mixed.
