what does the white horse settlement symbol mean?
i took over jerusalem with the venitians, not being on crusade or anything. there is a little white horse next to the name jerusalem, u know, above the settlements status issues. i was waiting to see if it would dissappear, but its still there. does anybody know know what that horse is?

Means that races are being held. The Turks or Egyptians built a racetrack before. It helps to maintain public order without the need to lower taxes.

I would add that it costs more to have races in the city than lowering the taxes.

That said, it is often extremely useful to be able to divert all the resources of a city into keeping it in line.
Having a decent garrison/a good general + lowest taxes + daily races will destroy a city's profits but vastly increase its public order.

True, but the advantage is that you don't get spiraling out of control pop growth that lower taxes give, especially in the east and far from your capitol.

Another bonus, is that you get the GoodRacer line of traits, which gives increased movement speed, higher command with cavalry and authority.
