No offense - and just out of curiosity - why would you want to disable the unrest effect? Personally I find it to be one of the primary challenges of the game in terms of overall management. Also, what faction are you playing?Quote:

To completely take out this nasty effect you need to do several things in coordination with each other. These things are simple and require a small amount of money so make sure that you have about 500 denarii to spend on each unrest ridden settlement.
The unrest factor is caused by:
Prevention is always cheaper than the cure. The end result, with a combination of other factors, can cause riots or even civil revolts. The best way of reducing unrest is by:
- Enemy spies being in a settlement.
- The settlement changing hands recently or often (nothing you can do about that).
- A governor who is unpopular and does unrest causing things

- Checking your governor's traits. Does to governor have unrest causing traits in his selection? If he does then get your calculator out and add things up! For every happiness influencing point which is positive, such as influence/subtraction from squalor, add 5% onto your totals unless a percentage is given and then instead add that on. Then subtract everything negative taking away 5% per point of anything unless the percentage is given. If the governor's rating on your calculator turns out to be below 0 then take him out and find somebody with a better rating, you can work it out using this system, and install them as governor. However, beware where you take them from - if they come from being governor of a region which is unhappy anyhow then the chances are that that region will get worse.
- Creating a couple of spies in your settlements to hunt out enemy spies. Enemy spies are the chief cause of unrest causing +5% unrest per subterfuge point. Put your own spies in the settlement to tract them down and get them executed, this may take a few turns, however.

I was under the impression that Giuneawolf was looking to find a way to 'permanently' disable unrest by tweaking with the game code. (i.e. cities would NEVER go into unrest regardless of the situation). My apologies if my assumption is incorrect.

I'm sorry guineawolf, yet taking unrest out of the game completly is impossible due to hardcoded limitations. Sorry.
To permanently remove unrest, uninstall the game. Then you don't have to worry about rebellions and riots. Of course, that's a stupid suggestion so you're just going to have to grin and bare the unrest. You could add more bonuses to existing buildings to offset the unrest but then it's one of the few things that help add any kind of challenge to the game.
it is ok,i just same like you guys,i just want to find a way to get my city public order better(coz those rebellion troubling me,in militarily,it cut my supply line!:wall: ),not playing cheats,just playing more realistic(if take out unrest completely from this game will be more arcade then).....Quote:

hi gw- so if i'm reading correctly, your real question is how to keep cities from rebelling? assuming that is correct, i'm just going to blather on the subject for a bit:
when you first take a city, it automatically has a certain level of unrest that goes down over time. you can reduce the tax level so the people are happier until the unrest goes down. also note- low tax rate increases population growth and this makes the people happy, too.
if you occupy a new city instead of, say, exterminating the population, the ungrateful people are very unhappy. it is better to kill them when you take the city so they can't be unhappy and revolt.
if the city is far from your capital, they will be less happy and there isn't anything you can do about this directly.
some people say to destroy the temple as soon as you take a city to reduce cultural penalty. i say- normally the temple has a bigger happiness bonus than cultural penalty, so destroy the temple LAST. you can see the bonus of the temple by right clicking on it and decide for yourself.
as oai said, enemy spies in your city reduce happiness. if you leave your own spies in your cities, it makes it harder for the enemy to put a spy in your city. so what i do is have a spy in every important city and i have him spy on anything nearby (diplomats, rebels, allies wandering by, etc) so his spy level goes up and up, so it is harder and harder for enemy spies to sneak in.
i also like to have high level assassins go around with my armies (which also have spies). my spy looks into a city i want to take and if there is an enemy spy there, my assassin tries to kill him. also, assassin can kill lesser generals and so remove a unit from enemy army.
also as oai said, your governor can actually be a problem. many good generals have traits that make people unhappy. if you are not sure, move the governor out of the city and see how happy the city is, then move him back in. then you can see what effect he has. he doesn't have to stay in the city all turn to have positive or negative effect, his effect only really counts if he is there at end of turn. my favorite general could never stay in a city at end of turn because he had huge huge negative effect on happiness!
to reduce cultural penalties, destroy troop buildings you don't think you will use right away and build new troop buildings. also build roads, mines, governor buildings as soon as possible. these you can't destroy and so give you cultural penalty until you build them to next level. problem is- the city has to go up in population before you can do this, so it is something you need to watch for for the future.
i also build farms for the same reason, but some people don't like the population bonus. when a city gets bigger and bigger, squalor goes up and so people are less happy. and you can't destroy farms later.

I really have no idea why this was, but I have an idea that which faction you are may have something to do with unrest.
A few nights ago, I finished a long campaign as Macedon. By and large, there was very little unrest throughout the game. Most of it was corrected by increasing the garrison, construction, adjusting the tax rate, or removing a bad governor.
There were only about 5 revolts throughout the whole campaign, most of them in the last few turns. The worse place was Syracuse with two revolts about 10 turns apart, both times turning Scipii Blue, which surprised me considering that it had originally been Greek before it was Scipii (whom I took all of Sicily from). Another was Damascus which suddenly turned Egyptian.:egypt: In each case, I moved the depleted army to the nearest city and moved out a fully manned one which I used to take back the city which had revolted. Exterminate:skull: the miscreants, and then everybody is happy again, (happy to still be alive maybe?).:juggle2:
Again, I have no idea why there was so little unrest, but it wasn't enough to get me really frustrated. Perhaps it's a thing in which Macedon, (and possibly other "unplayable" factions have lower unrest)?
Has anybody else noticed such as this?

I have never seen that sort of thing happen with unrest, yet, however, I believe I know why those traitors of Syracuse turned to the Scipii Roman faction. I think that this was because they were the builders of the main almighty government building in that large city of evil rebellious Roman traitors. A settlement almost always seems to revolt to the creator of the main government building, yet there are some exceptions. I think that settlements never rebel to the government building creator if the revolting faction is of the same culture or the faction who is marked as the rebel to faction is utterly destroyed. In both those cases I am quite sure that it goes to the rebel faction. Hope this helps you, cheers!
The Governor traits and buildings are good suggestions, but don't forget about the tax level, it has a noticeable (and immediate) effect on unhappiness.
If you have the computer automanage taxes, then you'll have to add garrison troops until the unrest settles down to something manageable (little face turns yellow :yes: or green ~D ).
If you manage each settlement's taxes manually, then you'll have to adjust them downwards until the unrest settles down. But remember, taxes on "Low" also increase the population growth rate.
If you are getting a lot of unrest when taxes are already "Low", then your quickest option is a larger garrison.
What I usually end up doing, when planning to take a new settlement, is first position my governors into the smaller cities. That way, when I take the settlement and enslave, the slaves are directed to the settlements with the governors, helping them to grow (sometimes to the next level, allowing me to build the next level gov't house there -- and opening up the other good buildings :rtwyes: ).
I usually leave governors in the level 1 towns (< 6,000), and then move them on once the town reaches level 2. I also tend to keep taxes on "Low" for those towns, and higher everywhere else -- since the towns are small and I want them to grow, I don't miss the tax revenue too much. Once the towns are larger, I crank up the taxes (more people == more money :rtwyes: ) and the garrison.
