Those guys need a reform to happen in order to get them. Since the Roman regional recruitment can't be effected by foriegn reforms, they get them at all times.
(Actually, I had an idea about the Romans getting a reform regional MIC, but decided not to annoy anyone with my ideas.)

Heh that would be nice to see. If they did it could they just use one regional MIC and tie what it recruits in the Celtic lands to the reform state the Celts are at, since all my conquered Celtic lands seem to retain the "Time of Freemen" marker in them? In any case, I justify it in my head by saying the client states under Roman rule are reorganized enough to allow those swordsmen :laugh4: .

With the 'or' command not working, it could only work for one reform for one faction. If that 'or' command worked, it would be cool to set up a system where when you conquer and area, you can recruit units based apon the tech level at the time you conquered it. (Of course other reforms would have to be implimented.)
