During the winters, your movement points are restricted by 45%. But this shouldn't affect navies, right?
So my naval movement is restricted by 45%, but if you select and reselect the navies, you can have the full 100% move points. (the arrow was intially red, saying you are out of points, but if you reselect, the area becomes green)

Admirals get a trait that restricts their movement, and by extension the navy's, during the winter. Why you were able to get more I don't know, but it may be due to your proximity to the shoreline.

No, it wasn't just the shoreline. It happens also in open waters.
Sounds like a bug, but the reduction in winter seems reasonable. Storms and all that. Those ancient boats were pretty crappy, and did NOT want to be caught in storms.
By what I've read of Mediterranean sailing, the winter weather could be n-a-a-s-t-y. Especially around the western basin (ie. the one between Italy, Iberia and Morocco), since the Atlantic winds from the rightly infamous Bay of Biscay blasted right in through the geographic "wind tunnel" between the Pyrenees and the Massif Central. The Gulf of Lions had a well-deserved reputation for fickle and dangerous weather at the best of times.
So nasty in fact, most marine activity beyond the most essential trading and fishing largely died down come the winter.
That the staple oared ships of the inland sea didn't deal too well with crappy weather didn't help a bit of course. The sailing ships of the oceans are of course rather better adapted to the weather, but then that weather tends to be even nastier over there...
So, yes, movement penalties to admiral make a fair bit of sense.
Navies do behave peculiar at times though.
When I decided to sent my successful faction back to Rome for retirement, his epic Tingis -> Rome journey literally took years. Not only did he crawl along at times. Suddenly huge pirate fleets turned up everywhere, forcing his fleet to seek shelter at the Balearic Islands, fight a few battles, go back to Africa, hug the coast, flee again - this time to Sardinia etc. And during most winter turns he could hardly move more than a few squares.
The Odyssey was nothing in comparison.

I would perhaps like to see navies have their movement points increased, just to make their usefulness more apparent, and their need more direct.

You can give movement bonuses to admirals as traits (I imagine, though i may be wrong), just like we do with agents.Quote:

Does your navy have reduced movement in Autumn? There was a bug that caused the Admirals to get the season trait one season early. I don't know if it was adressed, but here you can see in 080 that during the same exact turn, an admiral and a family member have different seasons:
