Rebel turn CTD

Well, I ran into a CTD last evening while playing my Roman Campaign. The CTD occurs after some rebel fleets move around in the Baltic. I cannot find out why this is occurring. I am linking the save. It is winter 171 BC, the Marian Reforms have not hit, even though I believe I have met conditions.
I am running EB v.81, no hotfix applied, and nothing in the changelog would seem to address this. And so I post.

The solution is the hotfix, but it's not savegame compatible. If you want to keep your campaign, I suggest using Fallen's 0.81 fix instead though.

You'll have to provide a link for downloading the file instead of a link for deleting the file from that site.
