Change Celtic Reform Script

I want to have the celtic reforms to happen earlier.

Is the EBBS_SCRIPT the only file I need to alter?

And is these, the right lines:

monitor_event FactionTurnEnd I_TurnNumber > (whatever number i wish)
set_counter Celt_Reform 1
end_monitor
monitor_event FactionTurnEnd I_TurnNumber > (whatever number i wish)
set_counter Celt_Reform 2
end_monitor

They are the only lines right?
