Not really.
You can't put a ballista on an elephant like the carriage ballista. If you put a ballista model on an elephant, it cannot animate because there's no bone for it. And if you include the ballista as a model with the elephant crew, then all of the crews would have one, and in every elephant, there's a crew (the first one) designated as the 'rider' and has a different set of animations and will not attack/fire. You only get one model for the crews, except for the captain/general of the army, who occupies the second slot.
Even if you want to 'wing it' and have all of the crews carry a ballista, you will have to hide the first crew because otherwise he'd just sit there and not fire. And even if you managed to hide him (possible by putting him inside the elephant if big enough or underground), then if the captain/general is in the unit, you'd get one elephant not firing anything (because captains/generals in an elephant unit do not do anything). You can put 2 ballistas on an elephant to remove that problem though.
It would be cool if you attached a ballista to an Elephants sides, and a retractable one on the bottom. Like the Mellenium Falcon. But now I am only dreaming.

Easy way to find out if the carriage ballista idea can work .... try changing the mount pulling the cart to an elephant. If you can...then the rest is easy. It's exactly the same way I made my tank out of a carriage ballista.
If you can't, then there is another way.
Make the actual rider mesh a tiny cube. The 'rider' is displayed WITHOUT WEAPONS, so the ballista is simply attached as the primary weapon. It's just an overgrown bow this way and you will not have a crew working it. It will rotate with the invisible tiny box crewman. This was my 'other' concept for making a tank for RTW. You might need to make new animations for the crew to prevent unwanted actions...and you will also need a different model for the captain.
What annoyed me BIGTIME about ths, though, was the fact that you cannot make these weapons effective against buildings. Nothing truly mobile can attack walls.
