Yup. In fact, go ahead and check out all the tutorials and mod tools available around the fora, particularly in Scriptorium and Mod Answers. You will also want to use the search function from time to time (a very important function!), and browse around the scriptorium.
All of what I know about modding I learned from here in .org (aside from personal twiddling and some extrapolation), and my gratitude is what drives me to answer the simpler questions, like yours. My little way of giving back to the community because...
Everything we need to learn basics in modding is already laid out for us here, it's just a matter of using them.
