Possible reason for slow/non-existant AI Carthage expansion
I've noticed in all my non-Carthage campaigns that Big Whitey tends to do jack-all for quite awhile. It will start taking African settlements, slowly, and almost always keeps 3-4 full stacks sitting in Iberia on their thumbs all day. I think it might be because the AI decides that Tingis is a "must-have". It dawned on me the other day when I noticed that the 3-4 Iberian stacks were all placed relatively close to Tingis and that mainland Carthage was sending a steady diet of smaller stacks towards Tingis after conquering Siga. Since the Romans weren't going to bother them in Sicily (I destroyed them) and the Luso were stuck in neutral after conquering 3 or so settlements the AI never seemed to switch preferences. I kept track of iot for a few years and literally as soon as Tingis was taken Carthage just exploded. They took all of Sicily in a year anbd promptly declared war on the Luso, who are most likely going to die swiftly.
I don't know if there is any way to switch AI preferences (I doubt it) but if there is some way to hasten Carthage's conquest of Siga and Tingis I think that Carthage would expand much better, which would hopefully start more AI Punic Wars.

Carthage is barely expanding in my campaign as well...I think it's random. Sometimes they expand, other times they sit still for decades

If you play the Lusotans and kick them out of Spain, they tend to explode in Italy, rampaging the Romans from the south.

Yes I have notice this too in many campaigns..Maby if the EB-team can weaken down Carthage towns in spain the problem could be solved.

Wouldn't that make Lusotanians take Iberia and Carthage conquer Italy? That's not something to be desired for in every campaign. One solution would be a land bridge on Strait of Gibraltar, it would allow the AI to move its armies from Iberia to Tingis without much trouble, but there are downsides to it too.

With the BI AI Carthage sends troops to Alalia or Karali even to and from Buchoris and even land some armies near Capua but never have I seen them sending troops to Iberia via ships. I think that's weird.
