Faction Specific Missions

Hi there. I have tried to search for an answer to this, but havn't been able to find one.

Is there some way to change missions so that they are faction specific, or are they harcoded to always link to culture? What I am looking for is different pools of missions for each faction, so the text and results are different for each Kingdom played.

If this is impossible, the alternative would be to increase the maximun number of cultures so that each faction has its own, but is this also hard coded?
