desc_rebels

can someone explain how the chance line works in the desc_rebel_factions file
for example

rebel_type Brigantes //Britons
category peasant_revolt
chance 3

is that the chance that the spawned rebel will be of that type???
and is it high or low that gives the greater chance?

no the type of spawned rebel is set per region in descr_regions.txt

Unfortunately I don't know what the chance bit does - most of vanilla ones seem to be set at zero but they still appear....

iirc I've seen mentioned that that setting isnt used .. at all ...
(dont know it myself, just seen some refrence to it!)
