Ok I have delayed my invasion of the mainland for nearly 20 years waiting for the 220 BC reform yet 220 bc has come and gone and where is my reform!! I need these troops to battle the Romans who have already taken most of Gaul!!

There is no annoucement or immediate change. A building is placed in all of your settlements and you have to upgrade your MICs to get the new units.
