As for the diplomacy, that happens from time to time. I have found that if you accept they sometimes leave you alone for a small bit, usually until they move their reinforcements up, which can take a year or two if you just thoroughly mauled them.
As for the recruitment, while I would like a couple more units, I think its mainly for a lack of information that there is such a puacity of units. I believe (don't quote me) that archaeological remains are more scarce for the time period in question and the lack of a coherent polity that wrote stuff down hurts as well. But I can say for certain that the Sweboz apparently can't recruit factionals from the Baltic territories, though if you let them build up enough they get two archer types, spearmen, and the light infantry. Won't stand against your Brown Death but its something. Of course, I'm sure that its one of the things that, if it truly needs fixing, will be fixed by the time EB 1.0 arrives.

It should be read "Please do not attack. Accept or WE will attack.", which makes more sense.

i have played as the sweboz you can only recruit the baltic units, unfortunatelly thats the only units the sweboz are going to throw at you... hey can you tell me how you managed to created such a big empire with the sauromatae, i have never been able to..

Well first years take Gelonus and Tanais and take the province north of Uspe. Disband. This along with Uspe will give you 2 mines eventually then either go after Chersonesos and Pantikapaion or the Hai (the Hai attacked me so I went south wiped them out and took their mines and big cities (very important).
I stopped the eastern expansion at Olbia and I was lucky that the Sweboz and the Getai were at war with each other and the Aedui almost took out the Sweboz, so my eastern border remained peaceful.
After that eastern expansion met with Pahlava resistance the Parthian wars were very hard but after you take them out you will be quite powerful. Stay away from the AS as long as you can (in my campaign they almost took out Baktria (isolated them in Taksashila) and were close to taking out the Ptolies.
Then the long grind starts as soon as you go into Asia Minor (this endless fight made me work on the improved money scripts) as the money a huge AS is getting is obnoxius replenishing stack after stack from merc recruitment with ease.
After raiding and holding to some of their great army and economical centers (Seleukeia , Antiocheia and the central cities) you will win eventually then I secured the Saka provinces and the east by inciting rebellions or taking over the AS cities there.
Now the eastern expansion started I'm allied to the Getai against the Sweboz (they are also a buffer for the Romans) and raiding Mak cities and reinstating Epeiros and KH in greece (KH are my allies but I gave the Epeiros Demetrias to make it more fun)
I'm not using force diplomacy mod or cheating (only used add_population negative twice in some cities in the steppe who wanted to rebel while my garrison was on the way, it takes really long to move foot soldiers through the steppe)
