I doubt it. But then again, it depends on the unit. I'm pretty sure that in the very start of the game, and you happen to be england, and you click on Mercia, Billmen won't be available. Just for example. But it may be the case with the Byzantines, because at the beginning Constantinople already has a well developed Citadel.

I think it should depend of the cultural advancement of the nation in question...barbarians wont have guns but perhaps renissancial Byzantium or Middle east will...

I don't think anyone can build gunpowder units until it has been discovered. At which time everyone can build them with the prper buildings.
