I have heard that on VH the AI factions get 10,000 per turn (not including any money script bonuses). Is this true? Also does the AI get a cash bonus on hard as well?

Yes. In EB, because unit upkeep is very high and the AI cannot cope, it also gets additional bonuses that difficulty does not affect.
