I used to have an ATI removal tool, but it appears it is lost. Checking the ATI site brings no fortuitous answers. All I require is this tool to remove the old drivers to install new ones. Or perhaps should I simply overwrite the old drivers of my Radeon card?

You can easily remove your old ATi drivers using Driver Cleaner Professional. I'm not quite sure if you need it though - I've installed new drivers over my old ones several times with no issues. Hope this helps, good luck, cheers!

The ATI driver do not show up in the Add or Remove application in your Control Panel?
It appeared indeed in it, but I thought the removal tool from ATI themselves was to be used for maximum efficiency. In any case, it has been solved.
