How to recruit agents more than once per turn in same settlement?

I try increasing agent limit but no luck. Is it hardcoded or what?

There is a difference between agent_limit and max_agents_per_turn.

For the former, you want to change the lines in the EDB.
For the latter, you want to change <max_agents_per_turn uint="1"/> to something else in the campaign_db.

whats campaign_db and where do I find it?
