MONEY!!!
Yes the imperial legio have a very expensive cost and very high cost for maintenance, so i have to build a solid economy.. but which building i have to raise for this??

Build a good port system. If you have even half the mediterrainian you can
have unmatched trade income

Try to grab Greece and Carthage for high profits from sea trade, as well as Illyria. You should build mines where you can as well. Mines built in Pella and Dalminion are particularly productive.

Seems i have to make a mega system of trade rout..

I will take my legions and conquest Sicily, Sardinia, and then turn my goal into Greek's land

And in my town ??

I have see that paved roads, market, Shrine of Ceres have a little benefit on trade..

Ports, mines, roads and markets (and upgrades of these buildings). Apart from the mines, these all improve your trade profits, and the mines provide an income of their own.
