You have to wait till 210 bc for the first reform to happen I think. Couldve been 220. Its on the F&Q
About changing the date there should be a thread somewhere in the unofficial mod section.
The important thing is that there is no fanfare or ruckus about them. One turn you ain't got them, the next you do.
