how to do reforms without any req?

ive found out how to cancel out the turns now, but how do i cancel out all the other req. for the saka, celtic, and roman reforms?

oh, and how do you trigger the seleucid cataphract reforms??? >.<

There's also a very recent one that removes all requirements altogether. Not much for roleplaying though, and removes a huge part of the units from the game.
