ok basically a pirated version has been released on the net. not great quality but watchable.

you see a good deal of the production for all 3 lord of the rings movies was done at the same time so the two towers is pretty much finished at this moment.

Twin Towers may not be finished but whatever they have done is available on the net right now.
Well, thats news to me! But as much as I'd love to check it out, I'm going to wait for the official release.

all of the LoTR films are finished, they recorded them one after the other and plan to release them each Xmas. Two Towers this Xmas, Return of the King next Xmas.
With Star Wars they are doing them one at a time, hence the ~3 year wait inbetween films...

as an employee at a major magazine publication, our movie guy usually gets critics' screenings a few months in advance, and so far, no TT has showed up in the post.
did some checking, and...nope, not on the net, either. it's still locked up tight in the vault.
It wouldn't surprise me if there was a version out there already.
