city with too many people

Hello,

Playing as KH yesterday I took the island that the Macedonians own of the coast of Aisa minor then realised it had a population of over 17000.

Just thought I'd mention it because it is very underdeveloped for a city that side and it could be something wrong.

Nothing wrong really. If it was a large town or something and hadn't been upgraded, that was probably due to the fact the Makedonians had been driven bankrupt and couldn't upgrade or something.
