Unable to build Camillan Factional MIC in Taras...
As per the JMRC building tree for the Romani, I've constructed a Type I government in Taras shortly after conquering it from those accursed Epeirotes. I have also demolished all remnants of Hellenic unit recruitment in the province. Yet, for some reason, I am unable to build even the lowest level of the Romani factional MIC. I haven't heard of anyone else having this problem, so I'm assuming it wasn't a wily bug. Is there some reason for this that I'm missing, some requirement I'm overlooking?

It could be that you can't recruit factional troops outside your starting regions and one other Nothern Italian province. But I would have thought that you would have been able to build the barracks.

you have to wait til the polybian reforms to build roman troops throughout italy. i believe only a few can in the camillion era.
be patient, your roman influence needs to grow first! :]

You can only build camillan factional MICs in the original provinces + that one just to the northwest.

Ah, thank you everyone. I realized shortly after posting that that might have been the case (particularly after capturing Bononia and realizing that it didn't have the "Camillan Era" marker). Guess I'll be needing to knock down that Type I government in Taras and throwing up a Type IV to build up the regional MIC.

Well, you could let it stay type I if you can wait until 242 BC when you get the Polybian reforms.

I could, but that's at least 90 turns away. I may as well take the time to build up the regional MIC as far as I can get it, so that I'll be able to recruit generals down the road. Plus, some pleasant thing I've lately discovered, instituting Type IV governments means I don't have to worry about "sacrificing" a family member to govern the city. For a pittance of 300 mnai, somebody does it for me (and, with the proper buildings in the city, that somebody can become quite competent).

A level II government is sufficent for all local troops:

May be, you shouldn't do. You will be 'bombarded' with new family members after the conquest of one or two towns and will have no real use for puppet rulers and mercenary generals - if not for role playing reasons.
I am now around 240 BC and have eleven family members sitting idle in Rome, of whom some are much better than most of the puppets I had installed everywhere. For game play purposes I wouldn't install any further puppets; for role playing reasons, I will at least limited the puppets to important Greek cities. Massalia and Syrakusae will be the last in the West, and in the East I will limit them very much, too.
