I think they need to upgrade their barracks. They really are a weak faction at the start.

I know, it's just that I find it weird that they can't build what's I believe is supposed to be their main unit.
Is it for gameplay reason so that they don't get too powerful? Or was there some hoplite shortage historically or something?
Also why can't you cross by land to that southern top on the Pelleponessus? (that part where there's territory from three other lands and is meant to be a mercenary hub).

Why doesn't city X have building Z? Why doesn't province D have unit E? As a game, we do have the whole field 'levelled' to allow the players to construct buildings and take the direction of the provinces in the way they would like. It'd be pretty boring we think if all the cities already could build all the units/had all the buildings at the start.

EB has some peninsula and river crossings that cannot be crossed unless you capture the settlement on the other side. Why is a good question - particularly with the Peleponesus.

I beg your pardon. Okay, here we go again: that weird coloured area to the south of Lakedaimonia is actually a way to represent Cape Taneiron.
What is Cape T.? I hear you ask. Well:
-it is an isolated area which historically was only accessible by sea;
-it is one of the most bustling Merc hotspots with countless mercs arriving to seek employers, and equally countless potential employers arriving to hire themselves and army.
Why is it so large on the map, and why does it consist of four provinces?
-to actually allow it to appear on the map at all;
-to get you both plentiful and diverse troops at the same time;
-to not have to sacrifice a province because of it;

To answer the OP question. Alexander the Great banned all hoplites in the year 325 bc, this brought him to attention to the mighty Bartix who abducted him with their giant mothership. Before he got abducted he uttered his final word that were not "Kratisto" or "Krater'oi" but "crap Bartix"
Now Alexander and Elvis watch over us from that giant mothership and choose worthy people to join them
