Pahlava reformed gov't question

I apologize in advance for any noobishness this thread exudes.

on getting the Pahlava reformed gov't i see that "settled aristocracy" is one of the requirements, yet I've built the "warlords herds" but haven't yet been able to build the settled aristocracy yet. do I need to build reformed pastoralism first or upgrade to a large settlement, and yes I've read the build tree document but it is kind of confusing to a noob like me.

the reason I'm asking is that I've managed to screw this build path up several times in my current campaign. I'm doin' pretty good with my HA and Katank army but I wanna see the shiny new infantry.

ps- is there a map of provinces that can get the reformed Parthian gov't floating around anywhere?

What a amazing faction we play ;)

I wander how u get it? ive got "nomad market" in Khiva, 'Large settled comunity', 'Royal horse herds', but can`t upgrade to the 'reformed pastoralism'.
Only 2 causes i think:
1. 'High Kings Herds'
or
2. 'Great market'

Any suggestions?

Khiva won't get reformed pastoralism, because it exists only as a precursor to the Parthian Reformed Government (only available in former Achaemenid Persia and parts of Asia Minor) [all eastern Seleukid lands except Antiochia-Margiane, Phrapsaa (sp?) and Armavir that I know of personally]

summary; pretty much anywhere that is out on the steppes or didn't have a healthy dose of Achaemenid or Alexandros influence will not get the Reform Gov't.(the Baktrian/ Indo-Hellenic lands don't count for purposes of reform in this version of EB, though I did hear a rumor that the EB team has something in the works to get us better development of our eastern possessions)

It's very strange, cause some provinces have "homeland" mark on it, but can't build 'Pahlavanig gov'. What the purpose, i wander, to give them this mark? And where the list of proper 'pahlavanig' provinces in the FAQ? >:(

edit: I think that would be a good solution to get additional ingame marker for 'TRUE homeland' provinces for Pahlava OR remove 'homeland' marker from nonpahlavanig provinces.
