A question about the second celt reform.

Alright it says you have to have 6 awesome temples , 6 top tier markets and 4 large cities collectively . Does that mean it has to be split out between the 3 celt factions or can one possess them all . I'm asking this cause right now I'm playing as the Casse(before you ask script is activated every bloody time) and I don't get there second reform .

There is a specified turn number when the reforms occur regardless of the dynamic triggers AFAIK. I would stress out too much, let them surprise you.
