What does it mean? Triumph before they achieve their victory conditions? If not, what's the difference from destroying or merely not losing?

My guess would be being alive after they are gone, regardless of who did the deed.

For you to triumph they must have been destroyed, actually eradicated from the game. Whether you did the deed or someone else is not important.
