Arverni question

i started a campaign as the arverni and am working on reuniting gaul before i invade italy. i conquered a province in the north of gaul and notice that with my factional barracks i can recruit belgae units. when i took over brittany in the north west of gaul, sorry i cant remember its name in antiquity, i battled against celtic shortswordsman and a better form of the spearman. i noticed that i cannot recruit these units from the next level up barracks nor the regional.
my question is: what provinces is it better to use the regional level 4 government to get the best regional units that gaul has to offer and do i get the short swordsman unit and the better spearman that were found in brittany when i go to the time of bondsman/soldiers or different units all together?
also i was wondering why carnac only affected the aedui and not the arverni

how can i get to the recruitment viewer? i know where the roman one is, but i wanna see (if they exist) the other factional ones. all a plan to deprive my enemies of their best....:beam:

Simply put, in Gaul the only place worth building a level 4 government is Massalia. The remaining units are ALL factional MIC units.
