some help (ancillaries)

i tried posting this in the main page but got little help can someone please explain what the following conditions in the provincial governor trait mean:

and RemainingMPPercentage = 100 and
and Attribute Electability < 11

cuz it sure does take a lot of time to get the Governor of Asia and Governor of Achaea, while it took only a few turns to get the Governor of Sicily ancillary

RemainingMPPercentage = 100
The character has not moved this turn. I am not sure, but it could be affected by any movement penalties the character has.

Attribute Electability < 11
The character is not a Roman provincial governor. In vanilla, this attribute decided the chance of gaining senate offices, while in EB we use it for the provincial governor system.

i got this from C:\Program Files\Activision\EB1.0\EB\Data\export_descr_ancillaries

cuz i don't see any restriction here on age or previously held offices. for some reason it takes a hell lot of time to acquire the prov. gov. ancillary am almost in 118 bc and i held a number of provinces for some time now and yet i have failed to get some of the ancillaries.

Stayed still for the entire turn. Might be impossible through movement penalties, as mentioned earlier.

Noone else is governor.

i reviewed these triggers and deleted the movement points from all provincial governor triggers to speed up the process of getting the ancillary yet i am not able to aquire certain ancillaries, is there any other triggers? or wht else might be causing a problem for ex. the movement points were causing a problem since some characters have movement penalties so deleting them should theoratically speed up the process it worked for most of ancillaries related to the west side of the empire, but its not helping in the east. any thoughts?
