yep, I've done so with some "Royalty" traits where faimily gets better known throughout the empire when they age, giving some extra attributes like command and influence ...
what you do, or at least what is a method, make a trait that is given each and every turn, than set like the first level at like 8, meaning after 4 years the general gets the trait(set it at 90% and there is a small variation), like so you can have a trait that is given or upgrades as people get older ...
