Is it intentional that the SSBQ can build higher level regional barracks than their government would normally allow them? In Mastia I can, despite having a type 2 government there, build a level 4 regional MIC. This seems to me as a really good feature to represent Carthage's heavy use of natives, but why is it mentioned nowhere in the readme or anything else?

Oh, that's a pity. Iberii-Lanceari in Mastia were very cool. Ah, the good old times when Carthage got its Iberian units via factional MIC...
But recruiting them through teh regional MIC is much more historically, so it is better for this magnificant mod.

Take a look at the SSBQ building tree, it is different from the usual ones: you can build lv4 regional MIC with type 2 gov, but not lv4 factional MIC
Maybe it's intentional to reproduce Carthage's reliance on mercs iin her armies.
The difference is intentional, I've just heard. I don't know the reasoning, but I wouldn't be surprised if icydawgfish is right.
Can you build a Lvl 5 Regional MIC with a Lvl 3 Government for Carthage then?
