While i'am under siege i can't attack the enemies. Why?

That'll be because the client ruler who's in the city has all movement restricted. Take a look at the fixes thread and download the Client Rulers fix.

People always talk about the sallying patch but I downloaded it and I still can sally out of cities with my client ruler. Is it not save game compatible or something?

You can change the amount of movement yourself in export_descr_character_traits.txt, if the current (unsupported) fix doesn't make it for you. Search for type4governor. Quite possibly the fix is not retroactive, like the AS FL/heir getting stuck thing.

Do you think you can tell me roughly where in the file the type 4 governor is?

Any editor worth its name has a search function. Such as Notepad.
