Is it possible to add 1 or 2 siege weapon in an army just to get the "fear effect" ?
Or should I use them (fire with them) to get the effect ?

I could be wrong but I think it's the use and not the presence of them that instills fear.

well having a cannon to bombard a unit to instil some fear before you charge is always handy

Units that suffer casualties from siege weapons, guns, and naptha bombs suffer fear for a while afterwards. These may or may not be the unit you were shooting at. It applies to your own troops too, should some shots go astray.

The AI seems to use siege weapons HEAVILY, and I've never experienced my troops running away due to them. Or is fear just a penalty to morale?
Of course I don't just stand there under prolonged bombardment, either ... does a unit have to take prolonged punishment to experience fear?

In Shogun there was a morale penaly to being targetted by a ranged weapon. It was -2 for archers and -6 for guns. As long as you were targetted the red indicator was continuously illuminated. In MTW, you'll notice that the red indicator only illuminates when the projectiles are actually hitting a unit. So, that is a nice improvement longjohn has made to the way the morale penalty due to ranged weapons works.

I had a unit of horse charging three units of ballista, and just as they got to them, they turned and fled. Only time Ive seen it.

I too have had a wavering cavalry unit flee from a ballista with "afraid of artillery" flashing up on its morale. Fortunately they recovered, trashed the arty, and won the battle for me (they and the arty unit were the only men left on the battlefield after a bloody confrontation)
