One way medieval kingdoms raised money was simply to lay seige to another castle & accept money to go away. While in MTW one could bribe the army to join one's faction, it would be a welcome addition if one could pay the besieging army to quit the siege for a lower price than to switch sides. The AI could also try to pay off the player when it was under siege.
This would be a more attractive tactic if a future expansion introduces attrition to the besieging army. Since the player can't be sure he will outlast the AI in the castle, he could take the sure money.

Or we could ask them to surrender or die. Why should I pay for a starving army while I can put them to dead easily.
