Odd placement of Sacred band calvarly
I was rather surprised when I sent a spy to a eleutheroi-controlled town in the Baltic (I can't remember its name) and discovered that the governor's bodyguard was made up of Carthaginian sacred band cavalry! I'm certain that in the campaign Carthage had never come close to that area and they were not yet defeated anyways. Is this a bug or was it done on purpose? It doesn't really effect gameplay or anything, but you must admit it is pretty darn strange.

I'm not exactly sure on this, but I think that the Carthagian bodyguard is also the default Eleutheroi bodyguard unit. I've seen them in other strange places as well sometimes.
As you said you've seen it in a baltic city, it might be a general placed there by the Boii-Lugii-alliance-script after the original gouvernor of that city died. This general probably had a germanic bodyguard unit, while the new one has a default bodyguard unit. The general placed by the scipt do also have a greek portrait instead of a barbarian one.
